Which question are you actually asking
The two comparisons look similar but answer different problems. Hiring in-house is a question about permanence: a salaried engineer accumulates product knowledge that never leaves the building, and for years of continuous product work that compounding usually wins. A big agency is a question about scale and process: dozens of people, formal compliance, guaranteed bench capacity.
A lean senior team sits between those. It fits when the work is a defined build rather than an open-ended headcount, when the product needs several specialties at once instead of one deep one, and when you'd rather the person answering your message be the person writing the code. If your situation belongs on the other side of either line, we'd rather say so before the contract than discover it during it.
